Server Name: SSRP

Suggestion Title: Nerf/Change Ion cannon rate of fire, also change rule 9.0 for mutants

How would it benefit the server: Fix the loopholing around nlr as mutants

Potential Issues/Exploits: nope

Additional notes: So hellforce likes to nuke in sewers, he has him and a friend with ion cannons pointing at the corner in the screenshot spamming the ion cannon. They both have juggs on while they have 5-10 people go mutant and mass break nlr to kill anyone raiding. In my opinion i think its one giant loophole to get around nlr. Plus we arent allowed to shoot the mutants unless they attack us first. Please consider....
