Suggestion Title: Add Vip Slots in Jobs

How would it benefit the server:
stop that the jobs are full every time for non-vips
Potential Issues/Exploits: nope

Yeah like miner job is always 5 non VIPs and if a VIP joins the job it doesn't count as 1 of the 5 nonvip slots?

Its already like that. Vip players dont take up slots.
