Suggestion Title: Adjusting PD Raiding Rule

How would it benefit the server: It just fixes the roleplay.

Potential Issues/Exploits: I don't see any Issue

Additional notes:

You shouldn't be allowed to randomly kill whoever you want in a PD Raid.
You should be focusing to kill the Police and not camping the Jails to wait for someone to move out in order to get free kills.

That's not the point of roleplay. You're raiding the Police not Jailed Gangsters,Thiefs and Citizens.
If you kill jailed players in crossfire with the police it's totally fine and understandable that you can't take care of them.

But as I showed in my previous Ban Request Video, there are people literally camping the Jail with no Police arround.
Waiting for you to step out to get Shot.

If people make F1's about getting RDM'd while being shot in crossfire they have to give legitimate proof such as recorded footage to punish the player. If they can't provide them, case closed. No big deal in my opinion.
