Suggestion Title: make arrest stick only aloud to arrest wanted players
How would it benefit the server: there would be much less rda in the community because who plays ssrp will know there is allot of rda.
Potential Issues/Exploits: non that i can think of
Additional notes: people will say what about if they arnt arrested and they have guns out? simple answer is the weapon checker. it will help the staff with less f1s about rda and it will be much better for the community who just keeps getting rdad all the time.
