Suggestion Title: English only in chat

How would it benefit the server:

It's very difficult to moderate a server that has multiple different languages on it at once as most staff can only speak their home language and English, this causes a very difficult problem to staff as they cannot moderate a chat/voice chat if they can't understand what's being said.

When a staff member is trying to explain to a user why they were warned and they don't speak English it creates a very large language barrier and can cause confusion throughout the server.

Potential Issues/Exploits:

If a user doesn't speak English they could be a bit stuck.

Additional notes:

Some people may take this the wrong way as it's 2017 but I'm not doing this because I don't like other languages, it's because bhop doesn't have the resources to handle every single European language.

You don't know what there saying it could be racist or anything and the community is a ENGLISH SPEAKING community.

you're basically letting people who can't speak english say whatever they want to, makes staff look like a bunch of pushovers lol

Can be difficult to manage.
