Suggestion Title: Handcuffs

How it benefit the server: The Bad and The Police would get a new item called the Handcuffs. Cops would get them already like the stunstick. While The Bad can get them from the BMD [Black Market Dealer]. Cop use is obvious to cuff wanted people. The Bad can use them to kidnap people.

Potential Issues/Exploits: People could troll with them.
