No, a casino is a building at which you constantly gamble for money this means games like spin the wheel, coinflips etc.
Shops are regular shops that are bought as a shop owner, heavy weapons dealer or a light weapons dealer, you can make a little checkout but not massive ones that cover up 20 square feet
