To be fair, apparently HA's can always handle. It seems more fair to just go "If desired, peoplr can exclude staff from handling the appeal except for Head Administrators" than to allow biased people handle their appeals... Either way it doesn't matter much. It doesn't usually happen and it has been solved by EMP explaining the policy. Either way it doesn't matter much. It doesn't usually happen and it has been solved by EMP explaining the policy.

The policy specifically states administrators, that means HA and SA supersede that and are allowed to handle any appeal they feel the need to.
