Head Admins can set a time until the server gets a restart on SSRP, it is a automatic process once the command is executed. Normally, it's just a map change which fixes majority of the issues that can occur, such as lag, missing world props etc. A full server restart would have to be done by an Owner which isn't needed much, I believe.
If a server is appearing to be laggy, make sure it's not on any of your ends and just contact a lead team member such as myself and I will do my best to investigate whenever these issues happen.
There is not much to "investigate", its a proven fact that SRCDS needs to be restarted once a day to keep accurate server side curtime which is essential for many lua scripts and game functions. A restart isnt technically needed as changing a map will also reset curtime and fix many server issues
