Suggestion Title: Stop midgame spawning

How would it benefit the server: it is ruins the game if people joins mid round

When its a 1v1 T vs Inno a rookie most of the time comes in and makes the round draaaaaaaaaaaaaag

It's annoying when it's a 1v1 and then when you kill the Inno as a T you need to look about the full map to find the guy who joined.

I prefer this because it stops people having to wait. In the scenarios that have been described, the majority of the time they're killed while joining so it's irrelevant.

Would you want to join a server and have to wait about 10 mins to even play the game?
