Suggestion Title: A new District / Editing a current District

How would it benefit the server: I feel it would catch less players out thinking they are in a smaller NLR zone when they are not.

Potential Issues/Exploits: None that I can think of, please make some comments if needed.

Additional notes: The way I feel this could could be done is they way I have made it on Photoshop (Check Spoiler), I have drawn out an area in which could be the 'Park District', Currently the marked area is named 'Spawn District'. It's not something that HAS to be done, but I thought maybe it would work as something which allows players another area to go to when they have NLR in the Spawn District.
