Suggestion Title: Cars spawn with atleast 1l fuel

How would it benefit the server: This would make unlimited fuel upgrade more effective, you could also move your car just a bit to the gas station and buy gas there cuz its cheaper and not in f4/shop (This would work atleast on the ssrp1 map because gas station is near the gas spawn)

Potential Issues/Exploits:
None?

Additional notes: So most of the times i am driving an audi and everytime it spawn it it has 0 fuel, i don't quite see the unlimited fuel upgrade helping much cuz everytime i spawn a car i have to buy some start fuel from shop to get the car moving ( i have not tested this with other cars, but am guessing every car is spawned with 0 fuel ) but correct me if i am wrong please
