Suggestion Title
NEW RAIDING RULE
5.7 Actively Raiding - You must try to actively kill and / or raid the opponent.

How would it benefit the server
ALOT less confusion and alot less abuse of this

Potential Issues/Exploits
None as far as I can see. If there are any please put them down below

Additional notes
So recently I've been seeing alot of people just raiding people. And then like a small group of people go raid. And then this one person stands outside waiting so that the raid timer NLR doesn't expire. So basically he wouldn't have anything out like a gun or anything explosives etc. Just stand outside and then the other party claims there still are people outside with people from their team. You basically cannot tell who is raiding and who is not. So I've been thinking they should atleast try to actively raid it. IE Shooting explosives / trying to kill the opponent

IE: Person X, Y, Z are raiding
Person X and person Y go inside and try and kill and die.
Person Z waits outside not holding anything in his hands.
Person X and person Y wait until their NLR timer is over and go back.

Would still be confusing because people can just say they had to go afk for 1 minute or some dumb excuse. Possibly introducing Gang raiding so you can just kill them on sight but instead of having to wait for every damn raider to appear but then it would also cause confusion if multiple gangs are raiding. Well if that is the case then you are not actively raiding. this will not be an issue if he has friends raiding at the time, but if he is alone and not TRYING to get further in or anything just standing there then its problem solved
