Suggestion Title:No props/shops to be placed in the spawn area

How would it benefit the server:The amount of props and shops being setup in the spawn area is now starting to become a problem. steamcommunity.com/sharedfiles/filedetails/?id=788028894 this is just a minor example of how this is starting to become a problem as cars etc are not beiong able to use the roads effectively and also cdm is becoming a bigger problem with this. So this should calm down the Cdm a little and make the spawn place a easier place to spawn without getting stuck in props etc
