Suggestion Title: Buff the SWAT Intervention

How would it benefit the server: It'd make the SWAT Sniper actually useful

Potential Issues/Exploits: It'd make people sad that the PSG is no longer the most powerful sniper

Additional notes: As far as I know, the Intervention is exclusive only to the SWAT sniper, but as a bolt action rifle with a very slow time between shots, it still seems less powerful than the PSG on a shot by shot basis. Buffing it considerably would not only mean that SWAT Sniper was a better job, but also that they might have more of a chance against your typical Scope Upgraded PSG basers.

It is fine how it is , we don't want a to powerful weapon for a spawn weapon
