Suggestion Title: Un arrest baton for Admin on duty.

How would it benefit the server: So do you ever get those people who RDA in a sit or get RDA'd in general? Well if admin on duty had an unarrest bton it would make it a whole lot easier because when you get arrested you have to wait 2 minutes of your life in prison and if you randomly get arrested then its just not fun.

Potential Issues/Exploits: Abusive staff member?

Additional notes: I think this will be Beneficial and should only be for admin on duty because the admins are more experienced than mods.

But i think there should be a TAB command for it,so mods can use it too.

Admins can use rp_unarrest "Players Name" in console.

I thought rp unarrest works for players other than yourself, should've been taught that in training ?
