Is it possible to add a plugin that makes it so you cant shoot your gang members?

Exactly, friendly fire is a think on nearly every combat based game, i suppose its supposed to make it so teams/gangs have to increase communication.

Its not easy to code for this if the lead team agreed to implement this. and friendly fire is needed to back stab XD
