Server Name: SSRP 1, SSRP 2 and SSRP 3

Suggestion Title: You can't steal car if owner of car is interacting with it.

How would it benefit the server: Less F1s and confusion about rules.

Potential Issues/Exploits: None, i guess.

Additional notes: Example if owner is unlocking his car, and someone jumps in berfore gets in.
I have gotten warned for doing that long time ago, and there was no rule that states it's not allowed. But adding this rule would cause less f1s to be made.
