Suggestion Title: CarJack

How would it benefit the server: We have all been in this situation before , we're casually driving on the road and we make a turn and just like that our car is stuck on the side of the road. This carjack could be easily bought through the F4 menu just like the Emergency Fuel and it will flip/unstuck your car for you instead of having to go to the car dealer to re-call it or prop- pushing.It's a very common issue and it happens to me all the time.This would be a great addition to the server.

Potential Issues/Exploits: N/A

Additional notes: It could be added to the F4 menu for around $1000.
