Server Name: TTT

Suggestion Title: Making it so that the detective cannot enforce the game ruining law that "guns out = kos"

How would it benefit the server: Right now it's an excuse to RDM. Someone may have fast weapon switch or accidentally equip a gun and be killed. Additionally, it makes so that many situations can be misunderstood and RDM can ensue, such as if someone has a gun out to kill a T but then gets killed for having a gun out.
