Suggestion Title: Buffing Gauss Rifle

How would it benefit the server: Another raiding tool to be half decent

Potential Issues/Exploits: None if balanced correctly

Additional notes:

I believe the rifle is really valuable and it's nothing you want to wait 60 seconds for to holster. The fact it can only take out 1 prop at a time makes it not even close to as strong as for instance Hand cannon. Which doesn't take out 1 prop with protection 3 however it's spread is so big in the long run it's so much more efficient.

Gauss Rifle is a fun raiding tool and i believe the cooldown should be raised down to atleast 30 seconds with holster and 15 by dropping. Why? Because the gun itself is fun to use but a little to weak to be used frequently in raiding and such. Either way it brought excitement and i believe a buff would make it all so much better and more fun.
