Server Name: SSRP 1 & 2

Suggestion Title: Adding an entity that will read back scans as negative for Police

How would it benefit the server: You wouldn't have to worry as much about Police raids every 10 minutes.

Potential Issues/Exploits: Could be OP, but you can nerf it.

Additional notes: You can only make it block scans 50% of the time, but if you upgrade it, possibly could be more, like 80% or something like that.
