Story: Someone was raiding the bank and i wanted to clear it out so i equiped a Thundergun to clear it out, then the whole server froze and the Auto disconnect timer came up and the server crashed while my thundergun was out

Yes it is. How we know u didnt wait some time so the chat will go up and then u typed ur /refund commands? Usually it auto refunds

But I was told that You need proof of the Server crashing with your gun out and then console proof that the server crashed
Other people even got a refund by just showing thier console (You have collected money from this printer!) (Server connection timed out)
