Suggestion Title:New VIP gang job

How would it benefit the server:
It would allow non VIP users to be able to use gangster as it is the most common job and they cant use most times. Also would give incentive to purchase VIP.

Potential Issues/Exploits:
People wont use Master thief

Additional notes:
I think there should be a VIP gangster job, perhaps Mafia. Maybe they could spawn with gang items from the upgrades and have some kidnapping tools like zip-ties and blindfolds, im not sure if those have been suggested before and how they turned out.

The lock pick part would be useless, as there would be no need to go as a master thief anymore. But, I could see another thing implemented into that.

As this is a suggestion you'll need to use the template, if you want the staff team to go through it in the upcoming meeting.
