Suggestion Title: Demotion System Change

How would it benefit the server: More valid demotions, than non valid; read up on the additional notes it will make more sense.

Potential Issues/Exploits: N/A

Additional notes: So currently as it stands the demotion system votes work like this. Someone puts a demote on a player, and it will demote them if there are more yes votes, than no votes meaning that even if just one person votes on a demote (yes) than it will be accepted and that player will be demoted. What I suggest be changed for this is we set a certain amount of 'Yes' votes then it will be accepted, lets say 5. This way, when no staff are on or similar situations where demotes get through, more valid ones are accepted and less valid ones are wiped away due to the lack of yes votes.

I see your points are very clear, to make sure this happens we need very strong and determind leaders in this community so all are equal and have the same rights.
