Suggestion Title: Allow other players to edit thread (Thread owner chooses people)

How would it benefit the server: Keeping example as gang threads updated

Potential Issues/Exploits: If someone who is allowed to edit it wants to fuck it up.

Additional notes: You could add people that they can edit thread so example like gang threads stay more updated by officers of gang. Etc..
