Suggestion Title: Chat lock

How would it benefit the server: Whenever there is a massiver rule breaking or a misunderstanding the higher staff can lock the chat and no one can speak besides admin or super admins and above. it will benefit the server by making things easier to explain when the chat isnt being spammed

This is unnecessary and there is no need for it.

EDIT: If need be the admin can turn of OOC for himself and the other player.

There is PM's for a reason and the staff member can also TP to the player to explain something.
