Suggestion Title: Removing the vote feature for cop

How would it benefit the server: I've suggested this before; many months ago. It got denied because it's "too easy to abuse," well let me tell you something. You know who can abuse the current system? Criminals. Criminals can vote on cops, which leads to people who are basing / doing illegal stuff voting no. It's not only an inconvience for those becoming cops but it may put them off going for the job all together. Admins can bypass the vote; but everyone should be able to, because it's not harming anyone.

The vote system is meant to be to stop new players from getting cop without trust. What it amounts to currently is people voting no on someone because it would negatively impact them. You wouldn't give a prisoner a direct say in how many people guard the prison.

Potential Issues/Exploits: More RDA? If the admins do their job this won't be an issue. MOre people come on to play than RDA.

But the problem is the admin doesent do their jobs so why replace a huge problem with a even bigger problem

How about remove it for SWAT? as a vip your less likely to break rules as they don't want to be banned.

As well as more RDA it could also mean more RDM because it's easier to get access to a gun as they spawn with one.
