Suggestion Title: Don't allow videos in signatures

How would it benefit the server: I think we can all agree videos in signatures are way too big and just annoying.

Potential Issues/Exploits: None

I don't think its possible to remove the access to put videos, but I think a rule should be inplace saying "Not to put them in"

edit: oh and a limit on how much stuff in a sig would be good.
