Suggestion Title:

Pay/lower pay

How would it benefit the server:

more action between cops civ and gangsters.

Potential Issues/Exploits:

hobos may be effected by pay rise and mod on duties/admins

Additional notes:

what I would like to see is the mayor controlling the pay of people. It can be set to 0 to maybe 400 this could also improve the cops pay and mayors pay but! It will increase the bank vault money by alot. If the pay is 500 the bank will have 700k type thing.
