You have a point there, Let me try to convince you though.
1. Staff are pressured when there are lots of F1s anyway, so it won't change much.
2. Staff who actually know how to be a staff member, know that they should help a player until he doesn't need the help anymore.
3. This is already happening, when staff are trying to get to the top of the leader boards, this is just saving the trouble for the Super Admins. I'll give an e.g to explain more, lots of admins are already trying to get SA, so most of them try to do as much F1s as possible.
4. If you think about it, a bit of help is always better than none. On a busy night, lots of rule breakers get away, lots of f1s are too late to be handled etc..
