Suggestion Title: Moving Justin The NPC

How would it benefit the server: So by the old mines is an npc called justin everytime i base i need to make a path so when people base they can have a massive base with no path so its easier to base and wont cause any trouble u could maybe move him to here (steamcommunity.com/sharedfiles/filedetails/?id=496207980)
