Server Name: ZARP SSRP Server 1 and 2

Suggestion Title: Editing of rule 2.7

How would it benefit the server: I'm proposing that we edit the 2.7 rule.

Daily, I get the question in an F1 or just a player in game someone will ask me if the waiting 10 minutes counts if you're going from like SWAT to SWAT Leader, Police to Police Chief, Gun Dealer to Heavy Gun Dealer even. I'm suggesting we edit this rule to exclude the 10 minute wait for these jobs.
