Suggestion Title: Cops can't defibrilate Bad Jobs.

How would it benefit the server:
Well im not sure actually, so let me tell a little story.
I am a cop and pd was getting raided.
i need to try and arrest the bad guys.
so i had jugger infront of me with a big gun and i tried to taze him but i failed, i got shot badly so i pulled out my gun and i kill him.
i take my defibrilator to get him back up and than i can arrest him safely.

is this failrp ? i actually don't know?
since if he got a gun i can shoot back to defende myself but than also the rule says you need to try and arrest as a cop..
so i defended myself and i tried to arrest..

Potential Issues/Exploits: No exploits can be done.

Additional notes: So are we allowed to defib them and than arrest them?

If a criminal got shot and incapacitated, and he broke laws that would warrant for his arrest, the paramedics would still try to revive him, and if they successfully revived him, he would go to jail/prison. +Support maybe put it in the rules?
Cops must try and defib the enemy to arrest him?
but than you got a issue since they can re-equip a gun and shoot and still get off...

If you defib him, his life still counts (NLR not active) aka the laws he broke should still be taken into account.
