TOPIC: [SSRP] Bail should be automatically closed

Server Name: SSRP 1 and 2

Suggestion Title: Bail should be set to closed when there's no mayor, not open.

How would it benefit the server: It would stop the people who come into jail to bail everyone who they don't know because it's free and always open and we can't stop them as cops.
