Suggestion Title: Bank hud a his on your screen showing if the bank is being raided and for cops saying you can break NLR

How would it benefit the server:.LESS confusion and spam

Potential Issues/Exploits: I cant think of any.

Additional notes:

If you're a cop it tells you when raid starts in chat, but i would agree to add the timer so cops know when its over etc.

People don't pay attention to the message.
