TOPIC: [SSRP] 911 Command

/911 (type yo message)
This would send your message to all police officers of the law of zarp city.
It can be used lets say "you are being raided" you do /911 help im being raided at new district
it adds more rp into the server

Please use this template and this is added already I think it just doesn't work.
