Suggestion Title: Please fix the radio system

How would it benefit the server: Better Radio Manager experience.

Potential Issues/Exploits: None that i know of

It is sa+ but I hope it gets added to radio manager. It would be awesome

It's fine as it is.

SuperAdmins & HeadAdmins can use & spawn radios.
Would be quite chaotic if it's enabled for everyone.

for example radio menagers can use radio tool

Its not broken.
