Server Name: SSRP 1 & 2

Suggestion Title: No explosive weapons used by the police team

How would it benefit the server: Every time a cop with some decent explosives comes online and just blows your vault base. Especially on server 1, where someone just blows up your entire base from the vents.
I don't think police should be using special weapons on any sort of base. They have training and tactics to take over a base them self, if they just go together. As a team. Therefor i'd like to have a rule that says they can't

Potential Issues/Exploits: Nothing

Additional notes:
In commemoration of:

- Big op base that got orbed by cops
- 10 vault bases
- Many printers
- Many dreams that were crushed.

May they be never forgotten.
