Suggestion title: [SSRP] Adding Baton Rush

How would it benefit the server:
- It adds some RP. As in real life someone shoots at you. You dont simply pull out a baton and just arrest them. They should be killed and/or shot.
- I just hate seeing police zigzagging to try and get you with a baton. Its simply way to stupid.

Potential Issues/Exploits: None as far I see. Would appreciate if you guys put below if there are any.

Yes zig-zag baton rushing is annoying, but it's very difficult for a cop to otherwise apprehend a criminal, and most players would rather be killed than arrested so will always shoot to kill. Perhaps players should have an option to give themselves up and avoid fines or something along these lines.

would be hard to prove guilt in f1s and would lead to a shiton more of f1s. adding this would also heavily nerf cp which isnt needed

CP = Most likely going to win a fight. Just tazer and then rush him with the baton. Done.
