Suggestion Title: Refunding Special Weapons - Rulebreaks

How would it benefit the server: If the person has proofs that he lost Explosive weapons and It's clearly (for example) RDM then It should get refunded. It would benefit the Server because I see many people getting mad about this, they complain how unfair this is and I share this opinion. It is not fair. Losing your Explosive Weapons because someone is randomly stabbing you ? That's not how It's supposed to be.

Potential Issues/Exploits:

Since we would only refund it if they have enough valid proofs I dont see any important Issues.
Alot more Forum Posts about lost Special Weapons ( But I believe we could handle it )

Additional notes:
At the moment we are refunding Special weapons If the Server crashes and the person has enough proofs,
If someone loses their explosive in a raid, that's just way of life but losing it because someone simply doesnt like you or randomly kills people, thats simply not fair. Ofcourse people will still complain if their special weapons dont get refunded if they dont have enough proofs that they actually lost it due rulebreaks.

This would be more hassle then it would be worth. It's hard enough as it is, to get enough evidence for a refund. There is to much what ifs when it comes to proving weither it's RDM or not.
