In-Game Name: [ZARP] Mikkula
What do you want to add?: Time to kills in console
why does it need to be added?: Checking if someone has broke NLR would be so much easier, because everyone could check when somebody has been killed.
Would it do good to the server? And why would it?: It would help moderators and admins, and maybe people wouldn't break NLR so often.

Example: [18:56:54] Mikkula killed EOO991 using weapon_cs_deagle

It wouldn't change anything cause you will never know if a player went to spawn to kill someone again.

It won't be. You can never tell the motive behind a NLR. Time tells only the moment where they clashed.

What if he comes after him for revenge? It'll show he got killed twice but he was looking for the conflict.

The disadvantage is that admins will judge by the time of kills. When realisticly, time gives only an indication NLR did take place. We can't prove who did it. Example: you stole a hobos tip. He comes after you and kill you. He then runs to spawn to kill you again. It will show you broke 'NLR' after dying in time but not the reason.
