Suggestion: make car blocking against the rules
Possibly problems: forces the players not to use cars in perhaps an RP way

Reason: I came on today to bindi blocking a radio manager with his car. I think its incredibly mingey

How was he blocking someone's car? If he put props around someone's car it would be counted as fair rp and or just general mining which they would and should of been punished.

He used his car to corner the others car.

I agree with this, soxey has a point, its mingy and abusable...

However for a kidnap it's a really good rp act.

It can be abused however it can be part of RP.
