I agree on the removal of the rule. It's a silly rule in itself, and the term "secluded" is very vague.
I have some examples:
Case 1, I was mugging moderator X at the place shown below. He told me that it is not a secluded area. I told him about the definition of secluded, taken from
dictionary.reference.com/browse/secluded
- sheltered or screened from general activity, view, etc.: a secluded cottage.
- withdrawn from or involving little human or social activity: a secluded life.
He did not agree that the place complied with above requirements. Arguments like "this is a busy area" (or some similiar word) and "I'm even on the pavement" was used. Even though we were the only ones in the area.
I later asked a SuperAdmin about this, he told me (the secluded area rule) is more of a "personal opinion", than a simple/straightforward rule to follow.
Case 2, moderator Y tried mugging me near the fountain. I told him that this does not comply with the secluded place rule, and he kept saying that there's nobody else around. I told him about the above case, and he just went "meh" and let it go, but he didnt quite agree with me.
So in conclusion:
- A superadmin thinks the rule works so that the mugger/guy getting mugged can by their personal opinion define if a place is secluded or not
- Even the moderators aren't sure about which place is secluded and which is not
