Changing the brightness of night to make it a lot darker

People RDMing in complete darkness to obfuscate their actions

I REALLY REALLY WANT THIS
Add street lights so that it's bright on the main roads but in the areas where there are none it's really dark.

It would be great for better rp

We can't even disable atmos. I really want to disable it but I just can't. Says needs map restart, already tried restarting.

I imagine this would be fantastic for role playing but some players could abuse it, turn up their gamma and have a advantage over other players?
