Suggestion Title: Admin Notification System

How would it benefit the server: Besically when Admin+ uses cloak on themself its putting little window on left side of hte screen saying that he is cloaked.

Potential Issues/Exploits: No

Additional notes: It is going to provite support to Administration Team, this will allow to avoid unwanted abuse.

And God, we've all made the mistake of raiding with God on and/or cloaked.
