Suggestion Title: Adding a rule called rushtaze

How would it benefit the server: Firstly I'll explain it, I saw it in another server and goes like this, you cannot taze someone while they are in a active gunfight, so for example
Player Thief is Wanted
Player thief is in a active gunfight with Player Gangster
Player Cop comes in and tazes player thief while he is in a gunfight with Player Gangster
This is Rushtaze, I'll abbreviate it as RT for now

I think it'll benefit the server as it'll make the police more balanced, as tazers made their raids 200% easier (Unless in lag) and this will make the tazer less powerful and balance out the bad and good

Potential Issues/Exploits: Well, People will break it if it gets implemented at the start, since most won't know about it
also another thing I thought about, I'll put it into example form
Player A is wanted, Player B kills player A
Player Cop comes to taze player A, player A has a abudance of colt pythons he bought for 250$, he whips one out and starts to shoot
He dies again
And he respawns and begins shooting again
So if you don't get the example, what I mean is a gangster could just keep shooting cops using colt pythons, since he can buy them cheap.

Would be easier if we made tazer vs gunfights against the rules.

In real life, you wouldn't rush at a heavily armed citizen trying to kill you.

no, the tazer is fine as is doenst need nerfing. this rule would be hell to enforce w/o dmg logs. tazer really doenst need nerfing its fine as is. Youre basically sayign the cops couldnt use tazer if the crims shoot them first so what would crims do to combat that? shoot cops more
