Suggestion Title: ZARP Lottery,

This would be so the mayor lottery's actually work, and you could input any amount of money into the lottery.


How would it benefit the server: Well, at the moment, The lotterys are pointless because your only option to input in is $0 , so if you win, you get nothing.

Frankly, I always find that weird. Was it forced to 0$ because the devs can't disable it? Or you wanted it, but no mayor knows how to change the value?

Mayor's can't change the value of the lottery.

I already brought this up before :/

Ill try to take look at DarkRP Mayor related files, maybe there will be possibility to fix it or create other system.
