Suggestion Title: Warning List
Suggestion Details: I think there should be a /warning [name] command that will allow anyone to see a certain person's active warnings. Since the new warning system that doesn't broadcast warnings, during F1s you never know whether the person has been warned yet or not.
How would it benefit the server: It will allow players to see if a person has been warned yet and allow mods to quickly see someone's warning to check their history.
Potential Issues/Exploits: None.

Staff can see warn broadcasts and a list of them in the F1 menu.
