TOPIC: [FORUMS] Change suggestion thread organization

I decided not to use the suggestion format as I don't see it applies here


Change active threads/non locked/non reviewed to a specific thread

Change Accepted/under consideration to a specific thread

Change Denied to a specific thread

I'll ask EMP if there's something for prefixes, otherwise the lock symbol is good enough.
